Hollywood is a district within the city of Los Angeles. That means Hollywood doesn’t have its own mayor or city council but is instead governed by Los Angeles city officials. However, Hollywood has local representation through the Los Angeles City Council, neighborhood councils, and other community organizations that influence policies and decisions affecting the area.

Who Governs Hollywood?

Since Hollywood is part of Los Angeles, it falls under the jurisdiction of the LA Mayor’s Office and the Los Angeles City Council. The city is divided into 15 council districts, and Hollywood is primarily covered by Council District 13, which also includes parts of Silver Lake, Echo Park, and Atwater Village. Some parts of Hollywood also fall into Council District 4, which includes areas like Los Feliz and Griffith Park.

The Los Angeles City Council is responsible for making decisions about zoning, business regulations, public safety, housing, and other issues affecting Hollywood. City council members are elected by residents and serve as the local voice for Hollywood within the larger government structure of Los Angeles.

Hollywood is also subject to laws and policies set by Los Angeles County and the State of California, including regulations on housing, transportation, and public services.

Neighborhood Councils: Hollywood’s Local Voice

Because Los Angeles is such a massive city, the government created Neighborhood Councils to give local communities more influence over decisions affecting their area. Hollywood has several neighborhood councils that represent different parts of the district, including:

  • Hollywood United Neighborhood Council (HUNC)
  • Hollywood Hills West Neighborhood Council (HHWNC)
  • Hollywood Studio District Neighborhood Council (HSDNC)
  • Greater Wilshire Neighborhood Council (GWNC)

These councils are made up of local residents, business owners, and stakeholders who meet regularly to discuss community concerns like new developments, crime, traffic, and city services. While they don’t have the power to pass laws, they advise the city government on important local issues, helping shape decisions that affect Hollywood’s future.

Law Enforcement and Public Safety

Hollywood is served by the Los Angeles Police Department (LAPD), specifically the Hollywood Division, which covers the entertainment district, residential areas, and the surrounding neighborhoods. Because Hollywood attracts millions of visitors each year, LAPD works closely with business owners, community groups, and private security teams to manage safety concerns, especially on Hollywood Boulevard and the Sunset Strip.

For fire and emergency services, Hollywood is covered by the Los Angeles Fire Department (LAFD), with several fire stations throughout the area.

Homelessness and public safety remain major concerns in Hollywood, and local government agencies work alongside nonprofits and outreach groups to address these issues.

Urban Planning and Development

Hollywood has been experiencing major redevelopment in recent years, with new high-rise buildings, hotels, and apartment complexes reshaping the skyline. The Los Angeles Department of City Planning oversees zoning laws and building permits in Hollywood, deciding what can and can’t be built in the area.
