On average, two to six bladed objects were detected per shift, and secondary screenings for individuals flagged by the system took approximately 12 to 15 seconds each. The pilot has drawn attention to the ongoing concern surrounding public safety, leading the Metro Board Directors to approve a 12-month expansion of the initiative in February 2025.

In addition to the weapons detection expansion, the board has proposed testing similar technology on buses as well as integrating firearm detection via video analytics. An update on these efforts is expected at the Board’s meeting on September 18, 2025.

Escalating Safety Concerns

Despite various safety measures, crime in the Metro system witnessed a significant rise of 54.7% from 2020 to 2023, with violent crime reports climbing by 25% in 2021 alone. During that year, five homicides occurred within the Metro system, compared to just one in 2019. High-profile incidents, such as the fatal stabbing of a 67-year-old security guard on a Red Line train in April 2024, have compounded public fears. Furthermore, Metro noted that 168 assaults on bus and train operators were documented in 2023, prompting operators to protest unsafe working conditions.

The transit system has also become a focal point for the regional drug overdose crisis, with 21 fatalities on buses and trains in early 2023 linked primarily to apparent overdoses. These continuing issues have led to a decline in ridership, with a 2016 survey revealing that approximately 30% of former Metro riders ceased using the services due to safety concerns. By early 2023, ridership on the Gold Line was at just 30% of pre-pandemic levels, while the Red Line was at around 56%.

Measures in Response to Safety Crisis

In light of these challenges, Metro has deployed 300 Transit Ambassadors to support customers and connect vulnerable individuals with essential services. A survey indicated that 63% of riders felt safer with the presence of these ambassadors. Moreover, Metro is establishing an internal Transit Community Safety Department to work in conjunction with contracted law enforcement services. The authority has also added new transit security officers and installed plexiglass barriers around bus drivers for added protection.

Several environmental improvements have also been made, including the implementation of the Smart Restroom pilot program, which has achieved notable cleanliness ratings and decreased incidents of public urination and defecation. In the spring of 2025, Metro reported a 66% decrease in assaults and a 28% drop in violent crimes compared to the previous year. Despite the positive rebound in overall ridership, which climbed over 50% from the pandemic lows, violent crime levels remain considerably higher than before 2020.

Future Plans and Legislative Support

Legislative measures have also been taken to bolster safety within the transit system. California officials passed Assembly Bill 394, which expands penalties for assaults on transit employees and grants courts the authority to issue system-wide prohibition orders. As for the weapon detection pilot for buses, it is still in development, with vendor demonstrations undertaken in July 2025, alongside ongoing discussions regarding IT requirements and hardware installation across the bus fleet.

Metro’s commitment to advancing safety and improving the transit environment is essential as the agency prepares for future expansion and sustainability initiatives. Company officials emphasize that making lasting changes will require coordinated efforts across law enforcement, technology solutions, and social services to address the root causes of transit-related crime.
